Eligibility for Purchase

Here’s a summary of the eligibility criteria to fulfil in order to purchase an Executive Condominium.

If you currently own a HDB, you will be required to wait out your minimum occupation period (MOP) before applying for an executive condominium. A resale levy may be applicable for second-timers.

Financing your Purchase

Even though the prices of ECs are no longer as low as their predecessors, prices are still attractive as compared to private condominiums. As such, Executive Condominiums are deem a lower risk investment given their low entry price.

Additionally, HDB upgraders can continue to own their HDB and only sell off their HDB upon the Executive Condominium’s TOP without paying any Additional Buyer Stamp Duty (ABSD).

One thing to note is that the loan eligibility for ECs are different from Private Condominiums. While the latter assess your loan based on the Total Debt Servicing Ration (TDSR), EC loans are calculated based on the Mortgage Servicing Ratio (MSR) and TDSR whichever is lower. MSR is capped at 30% of your gross monthly income while TDSR is capped at 60% of your income less any outstanding debt obligations.

This would mean that the amount you can loan for your EC purchase will be relatively lesser. Given the cap in the income ceiling, are you still able to secure the loan required to finance your executive condominium purchase?

There are typically two payment schemes for Executive Condominium buyers. Normal Progressive Scheme (NPS) and Deferred Payment Scheme (DPS). Depending on your loan, CPF and cash on hand, the right payment scheme will work in your favour.

Normal Progressive Scheme

This payment scheme is similar to that of purchasing a new launch Private Condominium. The only difference in that instead of paying your exercising fee by the 8th week, the timeline for ECs takes at least 9 week as we cater an additional week for HDB’s approval. Following HDB’s approval, the developer will send you the Sales & Purchase agreement.

Your mortgage repayment will increase progressively as developer calls for payment after completion of various stages of building.

This scheme will work well for 1st time buyers, but may be bit stretch for HDB upgraders who are concurrently servicing their existing HDB loan.

Deferred Payment Scheme

With deferred payment, Buyers will need to cater for the initial downpayment and their loan will kickstart only upon TOP. The purchase price under the deferred payment scheme is typically 3% higher than that of NPS. However, it helps HDB upgraders to lighten the load of concurrently servicing two mortgage loans (i.e., current HDB and new EC loan).

This scheme also helps HDB upgraders who wish to upgrade to a larger unit type, but are unable to secure sufficient loan due to the mortgage service ratio. Under this scheme, buyers may be able to secure a bridging loan with their current HDB to cover the shortfall.

CPF Housing Grant

First-timer applicants who have not received any housing subsidy or purchase a flat direct from HDB prior to the EC purchase may be eligible for grant depending on your combined household income.

For applicants who are first-timer with a second-timer co- applicant who has previously taken a housing subsidy, you may be eligible for the Half Housing Grant.

SC/ SPR Households may apply for the Citizen Top-Up of $10,000 when a qualifying member of your SC/SPR household obtains Singapore Citizenship. You need to submit your application to HDB within 6 months of being eligible for it.
